Manitoba Holds the Largest MPNP Draw of 2025 by Inviting 3,347 Candidates

The Manitoba Provincial Nominee Program (MPNP) held the Expression of Interest (EOI) Draw #253 on September 4, 2025. A total of 3,347 Letters of Advice to Apply (LAAs) were issued across multiple streams, making it one of the largest draws of the year.

Skilled Worker in Manitoba – Citizens of Ukraine

The province issued 1,466 invitations to candidates under the Skilled Worker in Manitoba pathway who are citizens of Ukraine. This selection reflects Manitoba’s continued support for Ukrainians displaced by conflict. Applicants in this stream must have ties to Manitoba, such as work experience, employment, or family connections in the province.


Skilled Worker Stream – Strategic Recruitment Initiatives

Manitoba invited 15 candidates through strategic recruitment initiatives. These candidates were directly invited by the MPNP. The lowest score among them was 844. Invitations were distributed as follows:

  • Employer Services: 4
  • Francophone Community: 7
  • Regional Communities: 3
  • Ethnocultural Communities: 1

This stream helps Manitoba meet specific labour market and community needs by directly selecting candidates who fit targeted criteria.


Who Was Considered

Only Skilled Worker Stream candidates directly invited by MPNP under strategic recruitment initiatives were considered. Candidates working in regulated occupations had to show full licensing to remain eligible. The program may refuse applications from candidates unable to provide proof of licensing.

Some candidates with scores above 844 were not invited due to:

  • Missing or invalid language test numbers
  • Expired test results
  • Invalid invitation numbers under recruitment initiatives
