Ontario has replaced its previous employer-driven permanent residence pathways with a new immigration stream called the Ontario Workforce Priority Stream.
Unlike the older Employer Job Offer streams that divided applicants into Foreign Worker, International Student, and In-Demand Skills categories, this stream combines skilled workers into one pathway while introducing new eligibility rules, employer responsibilities, and a redesigned application process.

What Is the Ontario Workforce Priority Stream?
The Ontario Workforce Priority Stream is an Ontario Immigrant Nominee Program (OINP) stream designed for skilled foreign workers who have a qualifying permanent full-time job offer from an Ontario employer.
The stream also includes a special pathway for eligible self-employed physicians who can apply without a job offer.
Successful applicants receive a provincial nomination, which they can use to apply for permanent residence through IRCC.
Who Can Apply?
To qualify, applicants generally need to:
- Have a qualifying full-time permanent job offer
- Receive an Invitation to Apply (ITA)
- Meet work experience requirements
- Meet education requirements
- Meet language requirements
- Meet licensing requirements if the occupation is regulated
- Show they intend to live and work in Ontario
- Have legal status if applying from inside Canada
Applicants cannot apply directly.
Their employer must first register the position through Ontario's Employer Portal before the worker can submit an Expression of Interest.

Step-by-Step Application Process
Unlike previous OINP streams, employers now start the process.
- Employer registers the job through the Employer Portal.
- The worker receives a Job Offer ID.
- The worker registers an Expression of Interest within 30 calendar days.
- Ontario issues Invitations to Apply to selected candidates.
- After receiving an invitation:
- Employer has 14 days to submit the employment position approval.
- Applicant has 17 days to submit the PR nomination application.
Only after both applications are approved does Ontario issue a provincial nomination.
Work Experience Requirements
One of the biggest changes is that work experience depends on the TEER category of your job offer.
TEER 0 to TEER 3 Occupations
Applicants can qualify through one of several options:
- 6 months of consecutive full-time experience in the same position during the last year
- Recent Ontario graduates may qualify with only 3 months of consecutive experience
- 2 years of cumulative experience in the same NOC during the past five years
- Holding a mandatory Ontario licence for regulated occupations may satisfy the requirement instead of work experience in many cases.
Important exception
Transport truck drivers and bus drivers must still complete the required work experience even if they already hold the necessary licence.
TEER 4 and TEER 5 Occupations
Applicants need:
- At least 9 months of cumulative paid full-time work experience
- Experience must be in the same employment position
- Experience must have been gained during the previous 2 years.
Language Requirements
Language requirements also vary by occupation.

Recent graduates from eligible Ontario institutions may not need to submit language test results for certain TEER 0 to 3 occupations.

Education Requirements
Education depends on the occupation.
Generally:
For TEER 0 to 3 occupations
- One-year post-secondary education or higher
- Skilled trades may only require secondary school
- Foreign education requires an Educational Credential Assessment (ECA)
For TEER 4 and 5
- Canadian high school diploma or equivalent is sufficient.
Employer Requirements
Not every employer can participate.
The employer must:
- Operate in Ontario
- Be actively operating for at least 3 years
- Have an Ontario workplace
- Meet minimum revenue requirements
- Meet employee requirements
- Offer a permanent full-time position
- Pay the required wage
- Show recruitment efforts when required.
This means applicants cannot simply obtain any job offer. The employer must also qualify under OINP rules.
How the Expression of Interest Is Scored
Ontario ranks applicants using an EOI points system.
Points are awarded for factors including:
- Occupation (TEER and NOC)
- Hourly wage
- Ontario work experience
- Canadian earnings history
- Education
- Language scores
- Canadian education
- Regional location of the job
- Legal status in Canada.
A higher score increases the chances of receiving an Invitation to Apply.
What Happens After Nomination?
Once nominated, applicants must apply for permanent residence through IRCC within 6 months.
Applicants in eligible TEER 0 to 3 occupations may also choose to receive their nomination through the Express Entry system if they meet federal eligibility requirements.
Accepting an Express Entry nomination adds 600 CRS points, which usually guarantees an Invitation to Apply for permanent residence.
Common Mistakes That Could Lead to Refusal
Many applicants focus only on meeting the minimum work experience requirement. However, Ontario also checks whether:
- The employer's position approval is accepted.
- The information in the EOI matches the supporting documents.
- Language test results remain valid.
- Required licences remain valid.
- Applicants maintain legal status in Canada, if applicable.
- Applicants continue working in the approved position after nomination until required.
