 Work Permits Without an AOR

As of June 9, 2026, eligible Provincial Nominee Program (PNP) applicants already in Canada can apply for certain work permits without first receiving an Acknowledgement of Receipt (AOR) from IRCC.

These measures apply to both base PNP applicants and Express Entry-aligned provincial nominees who are physically present in Canada. However, applicants outside Canada cannot use these alternative proof measures and must continue meeting standard requirements.


Who Benefits From the New Rule?

The change applies to in-Canada applicants seeking:

  • PNP Bridging Open Work Permits - PNP applicants with a pending PR application who need work authorization while awaiting a PR decision.
  • PNP employer-specific work permits - PNP nominees applying for an employer-specific work permit under the PNP category, including cases where the nomination has expired but the PR application remains pending and the officer can verify the file.
  • Eligible spousal open work permits - Spouses and common-law partners of PNP principal applicants who meet the above criteria.

Previously, PR applications for many nominees were submitted, but long delays in IRCC's R10 completeness checks meant they had no AOR. Without that document, many could not apply for the work permits needed to stay employed.


What Can Be Used Instead of an AOR?

Applicants who have not yet received an AOR can now submit:

  • Their PR application submission confirmation email
  • Proof of permanent residence fee payment

IRCC officers can also verify the PR application directly through internal systems.

If an AOR has already been issued, however, applicants must still provide it.


Why This Matters For PNP Applicants

The biggest benefit is maintaining legal work status. Applicants who submit an eligible work permit application before their current permit expires may continue working under maintained status while waiting for a decision.

This change could be particularly important for workers whose permits are nearing expiry in the second half of 2026. Missing the filing window can still create status issues, so timing remains critical.

What Applicants Should Do Next

PNP nominees waiting for an AOR should gather their submission confirmation and payment receipts now and review whether they qualify under one of the affected work permit categories.

The temporary measures are scheduled to remain in effect until December 31, 2026, giving eligible applicants a limited window to benefit from the policy.

For many provincial nominees, this is not just a paperwork change.

It is a temporary lifeline that could prevent interruptions to work, income, and their pathway to Canadian permanent residence.
