Ontario is preparing to launch a new immigration framework on May 30, 2026, which will replace the province’s current Ontario Immigrant Nominee Program (OINP) stream structure. The changes are being introduced to align immigration selection more closely with labour market needs and targeted recruitment.
The province says future immigration draws will focus more heavily on workers in priority sectors and regions facing labour shortages.
Current OINP Streams Expected to Be Replaced
Ontario’s current immigration streams are expected to be phased out under the new framework.
These include:
- Human Capital Priorities Stream
- Skilled Trades Stream
- Masters Graduate Stream
- PhD Graduate Stream
- Entrepreneur Stream
- Employer Job Offer streams
Ontario Expected to Focus on Targeted Selection
Ontario has confirmed that future immigration invitations will increasingly target candidates based on occupation, skills, and regional needs.
Priority may be given to:
- Healthcare workers
- Skilled trades professionals
- French-speaking candidates
- Applicants willing to settle outside the Greater Toronto Area
Recent OINP draws already show this trend, with targeted invitations issued to healthcare workers, trades candidates, and early childhood educators.

Proposed New OINP Pathways
Ontario previously proposed replacing the current nine streams with four broader immigration pathways.
While final eligibility criteria have not yet been released, the proposed pathways include:
| Proposed Pathway | Expected Focus |
|---|---|
| Priority Healthcare Pathway | Healthcare occupations |
| Entrepreneur Pathway | Business and investment applicants |
| Exceptional Talent Pathway | High-skilled and specialized talent |
Ontario has not yet confirmed the final program rules or application requirements for these pathways.
What Happens to Existing Applications?
Ontario has not announced a full shutdown of the OINP system.
Applications submitted before May 30, 2026, are expected to continue being processed under the current rules unless the province releases further instructions.
However, immigration experts advise candidates with active Invitations to Apply to submit complete applications as soon as possible before the transition period begins.
Ontario Immigration Opportunities Will Continue
Despite the restructuring, Ontario is expected to continue receiving more than 14,000 provincial nomination allocations in 2026.
This means immigration opportunities through Ontario are expected to remain active even after the new system takes effect.

What Applicants Should Do Now
Applicants planning to immigrate through Ontario should make sure important documents remain valid and up to date, including:
- Language test results
- Educational Credential Assessments (ECAs)
- Employer documents
- Work experience records
More details about the final pathways and eligibility requirements are expected before the new system officially launches in May 2026.
