1. Proof of Financial Support Has Increased (Effective September 1, 2025)

To qualify for a 2026 study permit, applicants must demonstrate higher proof of funds. As of September 1, 2025, a single applicant must show at least CAD $22,895 for living expenses, separate from first-year tuition fees and travel costs.

Acceptable proof includes:

  • Guaranteed Investment Certificates (GICs)
  • Proof of education or personal loans
  • Letters showing scholarships or funding
  • Proof of money transferred to a Canadian bank account

Showing only the minimum living funds without clearly proving tuition and travel costs separately remains a common reason for refusals.

2. Graduate Students Exempt — But Only at Public Institutions

From January 1, 2026, master’s and doctoral (PhD) students at public DLIs do not need a Provincial or Territorial Attestation Letter (PAL/TAL) and are exempt from the study permit cap.

It’s important to note:

  • This exemption only applies to public designated learning institutions offering eligible graduate degree programs.
  • Graduate diplomas, certificates, and programs at private colleges remain subject to the cap and PAL/TAL requirements.

3. Study Permit Cap & PAL/TAL Rules Continue for Others

Under the 2026 international student cap:

  • 180,000 study permits are expected to be issued for PAL/TAL-required applicants.

Exchange students, study permit extensions at the same institution and same level, K–12 students, and other exempt groups do not count against this cap.
