
Canada’s Immigration, Refugees and Citizenship Canada (IRCC) has announced significant changes to study permit rules and caps for 2026. One of the most shocking changes includes IRCC issuing just 408,000 study permits in 2026, a 7% reduction from the 437,000 targeted for 2025 and a 16% drop from the 485,000 targeted in 2024.
Of those 408,000 study permits, 155,000 are reserved for new international student arrivals, while 253,000 are allocated to extensions and current students.
IRCC says the cap is part of a broader effort to balance international student growth with housing, labour market pressures, and education system capacity.
To qualify for a 2026 study permit, applicants must demonstrate higher proof of funds. As of September 1, 2025, a single applicant must show at least CAD $22,895 for living expenses, separate from first-year tuition fees and travel costs.

Showing only the minimum living funds without clearly proving tuition and travel costs separately remains a common reason for refusals.
From January 1, 2026, master’s and doctoral (PhD) students at public DLIs do not need a Provincial or Territorial Attestation Letter (PAL/TAL) and are exempt from the study permit cap.
